City’s new development portal to go live on Monday, 13 March 2023

The City of Cape Town is busy implementing its new Development
Application Management System (DAMS2) portal. The process is taking longer than
anticipated due to unforeseen technicalities. We are working around the clock
to have the portal up and running by Monday, 13 March 2023.
The City is in the process of migrating more than three million documents from the old development application management system to the new portal.
Unfortunately, due to the complexities and technical difficulties experienced, we had to delay the launch of DAMS2, the new portal.
The City apologises for the delay and the inconvenience to planning professionals and the general public. We can confirm however, that requests for copies of building plans and enforcement related issues are continuing through the walk-in centres, and that the City has continued and is still continuing with pre-consultation meetings.
Once DAMS2 is live, the portal will be accessible for service requests and the submission of building plan and development applications. The target date is Monday, 13 March 2023, and we will have technical experts available to address any issues that may arise as all new portals experience teething problems.
The City only accepts building plan and land use applications online, through its e-services portal: https://eservices.capetown.gov.za/irj/portal/.
The City invested in a new upgraded portal to make it significantly easier for the public and professionals to do development related business with the City's Development Management Department.
Once live, the upgraded DAMS2 portal will give residents and professionals online access to an expanded range of services:
- Submit building plan applications
- Submit development/land use applications
- 'My BDM application' app to check and view all building plan applications on profile (will be online in coming weeks)
- 'My LUM application' app to check and view all land use/development applications on profile (will be online in coming weeks)
- Submit requests for zoning extracts (new)
- Download application feasibility information (new)
- Search for application data (new)
- Book pre-consultation meetings (new)
- Submit a sketch plan (new)
- Request a building inspection (new)
- Request a permission to use (new)
- Request an occupancy certificate (new)
- Request building plan copies (new)
- Resubmit an application after a refusal (new)
- Request to extend the approval period of an application (new)
Apart from expanding the development management service offering to clients, DAMS2 will also speed up the City's internal processes in assessing requests and applications.
Training manuals on the steps to follow when selecting various activities in the new portal are available on the City's website, as well as a short video.
